Dr Napoleon Xanthoulis is Lecturer in Law at the University of BOB体育登录网址_欧宝体育官网平台-APP|下载 and Co-Director of the Law and Technology Centre at BOB体育登录网址_欧宝体育官网平台-APP|下载 Law School. Napoleon’s research focuses on the legal effects of executive power and judicial protection at national and supranational level. Furthermore, he explores legal remedies in the digital era and the impact of technology and artificial intelligence on data protection, fundamental rights and the rule of law.
He is also trained First Aider for Mental Health.

Current research
Currently Napoleon is co-Principal Investigator of the Cross-Border Data Protection Network (CROSS-DPN), a project jointly funded by the Economic & Social Research Council and the Irish Research Council (2021-2022).
Furthermore, he supervises a project on ‘The Rule of Law in the EU’ jointly organised by the European University Institute, King’s College London, the University of Portsmouth’.
In 2021, he was invited by the Greek Ministry of Finance to participate in a legislative drafting committee for the reform of the Hellenic Capital Market Commission.
Part of his research focuses on the governance of the Economic and Monetary Union exploring aspects of judicial protection and institutional balance. He has published on the nature and effect of the conduct of the European Central Bank as well as the regulation and accountability in the European Banking Union. In 2017 he co-supervised a project on the legal accountability of the European Central Bank for public announcements, as part of the ECB Legal Research Programme.

Biography
Prior to BOB体育登录网址_欧宝体育官网平台-APP|下载 Law School, Napoleon was a Senior Lecturer in Law at the University of Portsmouth (2017-2021) and Visiting Lecturer in EU Law at King’s College London (2016-2019). Napoleon’s research lies broadly in the field of constitutional & administrative law, European Union Law and law and digital technology.
Napoleon holds a PhD in Law from King’s College London (2020) having completed his thesis as a KCL Centre of European Law scholar. Napoleon studied law at University College London (2012). Prior to that, he completed BA (2006) and Master’s studies (2009) in Political Science (National and European Governance) at Panteion University of Social & Political Sciences in Athens, both with distinction. Before embarking on academia, Napoleon practiced law at one of the largest law firms in Cyprus and previously acquired work experience at the European Commission and several law firms in Brussels and Athens.
